Icons? Window blinds? Dexktopx? etc. Then you use programs like paintshop pro, gimp,etc to build the graphics for what you want the skin to look like and do. Then you assemble the images within the program you are trying to build a theme for.<br><br>Example: You design the Images for a window blinds . Cut them up in to the pieces necessary for each section of the WB theme.  Then you would use SKS to assemble the images in to a working WB theme. When done you would use WB  to apply the theme to your windows.  <br><br>( the whole process is actually very much more detailed than the example here. This is but a generalization of the major steps to building a WB, each having many smaller steps along the way)..<br>

In the case of HalloweenDX I think that is the R.I.P. taskbar.  Someone correct if I'm wrong.<br/><br/>There are several Viper themes, which one?  Also if there are supposed to be icons you will need icon packager for that.
